Abstract

What this paper will argue is that a better understanding of the issue may be available from the perspective of cultural industries and a world economic market rather than from an imperialism or dependency perspective alone. Further, it is suggested that from the former perspective there is a close and necessary relationship between media products in a variety of areas (like television, film, and musical records) and the cultural content and potential impact of these products. Instead of seeing a simple  solution to the problem of the cultural imbalance in mass communication media through a few national cultural policies or communication policies as the MacBride Commission Report jUNESCO, 1980) seems to suggest, a  longer term solution is called for that will require a more decisive rearrangement of forces that go to make up the cultural industries of Latin  America.
