Abstract
The Brazilian Satellite System is likely to be the forerunner of a number of other national or regional satellite projects in developing countries. It provides a useful example of how policy planning for large-scale innovative telecommunications projects is being conducted in the Third World. This article examines the policy process surrounding the launching of Brazil's satellite, the political influences acting upon it, and the obstacles barring the way to its full utilization.
