Values and Expectations of City Managers in California

This study reports the 1986 views of 238 city managers and other chief administrative officers of California cities on what personal qualities they most admire and how they view various aspects of their work and future prospects. Some of their responses are com- pared with previously-surveyed executives from the private sector and the United States government.
